Experience Built for Investigations

Clear Line Analysis was founded on a simple principle, when an organization needs to know what happened, the investigation should be thorough, objective, and grounded in evidence. CLA provides independent workplace investigations for Colorado employers, HR professionals, and employment counsel who need an experienced outside investigator to examine sensitive complaints, employee misconduct, policy concerns, and complex internal matters.

CLA is led by its founder and Principal Investigator, Sarah Padilla, who brings more than 25 years of law enforcement and investigative experience, including extensive experience conducting interviews, analyzing evidence, investigating complex allegations, reconstructing events, and preparing clear, detailed reports. Her background includes years as a sworn law enforcement officer, detective, corporal, and sergeant, with investigative experience involving fraud, financial crimes, crimes against persons, administrative matters, and other evidence intensive cases. That experience shapes CLA's approach to establish the scope, gather the evidence, ask the necessary questions, and follow the facts wherever they lead.

CLA also draws on human resources expertise when an engagement includes a post-investigation HR review. Our HR subject-matter expert brings military leadership, corporate experience, and graduate-level human resources education to the administrative side of workplace matters. This allows CLA to offer clients two distinct functions when requested, professional investigative fact-finding followed by a separately scoped HR review of the completed findings.

Clear Findings. Professional Work Product.

A CLA engagement provides more than a collection of interviews and documents. Clients receive a structured investigative process designed around the specific allegations or questions identified in the project scope. We organize and evaluate the available evidence, conduct focused interviews, identify corroborating and contradictory information, reconstruct relevant timelines, pursue reasonable investigative leads, and analyze the evidence necessary to reach supportable findings.

At the conclusion of the investigation, the client receives a professional written investigative report documenting the scope, investigative process, relevant evidence, analysis, and findings. Our reports are designed to stand on their own, giving organizational leadership, HR professionals, and counsel a clear understanding of what was investigated, what the evidence established, and how the findings were reached.

When a post-investigation HR review is included in the engagement, that analysis occurs after the investigative findings have been finalized. The HR review is delivered separately and addresses only the administrative issues identified in the agreed scope, which may include applicable workplace policies, organizational considerations, potential areas of responsibility, and requested corrective or disciplinary recommendations. This sequencing keeps investigative fact-finding distinct from the decisions that may follow it.

Defined Scope. Focused Investigation.

Every CLA engagement begins with a consultation to understand the concern, identify the questions the organization needs answered, and determine an appropriate investigative scope. Before substantive investigative work begins, the client and CLA establish the allegations or issues to be examined, the anticipated investigative services, expected deliverables, and project parameters. A clearly defined scope keeps the investigation focused while ensuring the investigator has sufficient flexibility to follow relevant evidence and reasonable investigative leads.

Workplace investigations sometimes uncover information outside the original assignment. When that happens, CLA does not quietly expand the engagement or allow unnecessary scope creep. We communicate with the client, identify the new issue, and determine whether it should be incorporated through an agreed scope modification or addressed separately. The result is an investigation that remains focused, transparent, and responsive to what the evidence actually reveals.
